Roe Frazer, is a trial lawyer with almost four decades of experience in complex litigation, securing over $12 Billion in trial verdicts and settlements on behalf of plaintiffs. Mr. Frazer is the “first chair” trial lead counsel in many complex litigation cases, often working collaboratively with multiple other law firms. Mr. Frazer has tried over 100 cases during his career, including many complex litigation and environmental cases. 

 With a Martindale AV+ rating, Mr. Frazer is a speaker and writer on a variety of litigation and legal technology topics. He is a frequent speaker at continuing legal education events nationally, including Mass Torts Made Perfect. Mr. Frazer is keen on the strategic use of legal technology and artificial intelligence in litigation, having founded two e-discovery software companies out of his law practice.

  • Plaintiff’s Executive Committee and Co-Chair of Water Providers Committee in In re: Aqueous Film-Forming Foams (AFFF) Product Liability Litigation, MDL No. 2:18-mn-2873-RMG (D.S.C.) (appointed by Honorable Richard Gergel, U.S. District Judge).  
  • Lead Counsel for Municipal Water Providers in Tennessee, Kentucky, West Virginia, Indiana, Illinois, Missouri, Florida, New Jersey, New York, Vermont, Connecticut, and California, In re: Aqueous Film-Forming Foams (AFFF) Product Liability Litigation, MDL No. 2:18-mn-2873-RMG (D.S.C.) involving PFAS, PFOA, PFOS, PFNA, and PFC contaminants.
  • Co-Lead Counsel in multiple municipal water provider cases (Long Island, NY) involving 1,4-dioxane, and other pollutants (E.D.N.Y.).
  • Tribal Leadership Committee in In re: National Prescription Opiates Litigation, MDL No. 1:17-md-02804-DAP (N.D. Ohio) (appointed by Honorable Dan Polster, U.S. District Judge), and Lead Counsel for 45 federally recognized Indian Tribal Governments.
  • Member ex officio, Unsecured Creditors Committee, Purdue Pharma Bankruptcy (U.S. Bankruptcy Court, S.D.N.Y.).
  • Tribal Leadership Committee (Frazer PLC’s Trey Frazer) in In re JUUL Labs, Inc. Marketing, Sales Practices, and Products Liability Litigation, MDL No. 19-md-02913-WHO (N.D. Cal.) (appointed by Honorable William Orrick, U.S. District Judge).  Lead Counsel for multiple school districts and Indian Tribes, as well as Lead Discovery Counsel for Tribal Leadership Committee.
  • Lead Trial Counsel for multiple plaintiffs against Monsanto in Missouri state court and N.D. California pesticide litigation (Roundup).
  • Co-Class counsel in Camille Lamar Roberts, Inc., et al. v. Rice Energy, Inc., et al. (Court of Common Pleas Allegheny County, PA) (certified class of debenture holders).    

 

Representative Complex Cases (Concluded)  

  • Lead trial counsel for the St. Regis Mohawk Nation in a PCB remediation and damages case against Monsanto in St. Louis County, Missouri state court. Settled on eve of trial in March 2023.
  • Lead trial counsel in airborne dioxin pollution case against Cerro Flow Products in St. Clair County, Illinois. Jury verdict of $72 million for 12 bellwether plaintiffs in October 2021.  
  • Co-Class Counsel in Chapman, et al. v. Voestalpine USA Corp., et al., 2:17-cv-00174 (S.D. Texas) ($18 million class settlement for property owners re air pollution claims).    
  • Lead counsel in numerous state court actions involving thousands of plaintiffs and claims against the manufacturers of the pharmaceutical drug Rezulin resulting in a $144 million verdict and settlements for over 2,500 individuals.
  • Lead trial plaintiffs’ counsel in hundreds of cases against Monsanto for airborne and water borne PCB contamination (U.S. District Court, S.D. Miss.).
  • Lead Counsel in Branch v. Weyerhaueser, resulting in a multi-million-dollar Alabama class action settlement in case involving paper mill water and soil pollution (dioxins and furans) and the claims of riparian property owners.
  • Co-Lead Class Counsel in In Re Polybutylene Pipe Litigation (Spencer vs. Shell Oil Co. et al.), consumer fraud litigation resulting in nationwide class action settlement.
  • Lead trial counsel in hundreds of individual pharmaceutical drug and medical devices cases against pharmaceutical drug and medical device manufacturers, as well as products liability actions against automobile manufacturers.
  • Assisted Class Counsel in Pigford v. Glickman and U.S. Department of Agriculture (“The Black Farmers Case”) (U.S. District Court, D.D.C).
  • Plaintiffs’ counsel in In Re Sunset Limited Amtrak Train Crash Litigation, MDL No. 1003 (U.S. District Court, S.D. Ala.).
